Dear Mr. Shiffer:
SUBJECT:
CLOSEOUT OF GENERIC LETTER 89-10 FOR DIABLO CANYON POWER PLANT, UNITS 1
AND 2 (TAC NOS.
75655 AND 75656)
On June 28, 1989, the NRC staff issued Generic Letter (GL) 89-10, "Safety Related Motor-Operated Valve (MOV) Testing and Surveillance."
The GL requested that licensees establish a program to ensure the operability of all safety-related MOVs under design basis conditions.
The program requested by GL 89-10 significantly expands the scope of the program outlined in NRC Bulletin 85-03 and its supplement.
By letter dated December 27, 1989, Pacific Gas and Electric Company (PGImjE) responded to Generic Letter 89-10.
In your response, you stated that PGIIE intends to meet the schedule and recommendations of GL 89-10.
In accordance with the GL recommendation, you committed to have a description of your program available for review by June 28, 1990.
Information that should be contained in your program description was discussed during the workshops held in September 1989.
The staff positions on questions presented during the workshops will be issued as supplement to the GL.
Justification for any differences between your program and the GL recommendations, as clarified by the workshop
- comments, should be incorporated into your program description.
Your program description should be retained on-site for possible further NRC staff review.
This completes the NRC staff s initial action on this issue and closes TAC Nos.
75655 and 75656.
If you have any questions regarding this
- matter, please contact me.
