to NRC Bulletin 88-11 Gentlemen:
In accordance with reporting requirement no.
3 of NRC Bulletin 88-11, "Pressurizer Surge Line Thermal Stratification," this letter provides notification that Bulletin Actions l.b and l.d have been completed for Diablo Canyon Units 1
and 2.
Response
to Bulletin Action l.a regarding completion of surge line inspection activities was provided in PGLE letter DCL-89-021, dated January 30, 1989.
- Thus, PGhE's actions related to NRC Bulletin 88-11 are completed.
Bulletin Action l.b requested performance of a plant specific analysis to demonstrate that the pressurizer surge line meets the applicable design codes for the licensed life of the plant, considering the phenomenon of thermal stratification.
Bulletin Action l.d requested updating of the plant specific stress and fatigue analyses to ensure compliance with applicable Code requirements.

PDC the Westinghouse has performed a detailed, plant specific analysis of the Diablo Canyon pressurizer surge lines.
From the analysis, PGhE concludes that thermal stratification does not affect the integrity of the pressurizer surge lines for Diablo Canyon Units 1
and 2.
The existing as-built piping and support layout remain in compliance with the applicable code requirements for the design life (including 250 heatup and cooldown events).
PGhE has updated the Diablo Canyon stress and fatigue analyses to ensure compliance with the applicable codes and license commitments, including ASHE Section III fatigue analysis requirements.

1990 Also enclosed is a Westinghouse authorization letter, CAH-89-122, Proprietary Information Notice, and accompanying Affidavit.
As HCAP-12415 contains information proprietary to Hestinghouse Electric Corporation, it is.supported by an affidavit signed by Westinghouse, the owner of the information.
The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations.
Correspondence with respect to the proprietary aspects of the Application for Withholding or the supporting Westinghouse Affidavit should reference CAW-89-122 and should be addressed to R. A. Hiesemann, Manager of Regulatory Im Legislative Affairs, Hestinghouse Electric Corporation, P.O.
