In your letter of November 25, 1987, to the U.S.
Nuclear Regulatory Commission, which enclosed an information request from Mr. David Reed, you stated that warning sirens were sounded recently at the Diablo Canyon nuclear reactor.
You further stated that Mr. Reed would 1'ike information on any regulations that would require advance notification of tests to this warning system.
Mr. Reed was concerned because the sirens sounded in San Luis Obispo on November 10, 1987, without any prior notice.
This activation of sirens was unscheduled.
The licensee, Pacific Gas and Electric Company, and San Luis Obispo County conduct weekly silent tests of the siren system to verify that the system is operational.
On November 10, the system was tested incorrectly, which resulted in the activation of the sirens mainly in the cities of Cayucos, Morro Bay, Los Osos, and San Luis Obispo.
The test was terminated immediately, and county personnel informed schools, institutions, and.television and radio stations of the unscheduled activation of the. sirens.
The county is currently investigating corrective measures to prevent a recurrence.
While there are no Federal regulations that would require advance notification of the public of the testing af a siren earning
- system, extensive information is provided as a matter of policy to the. re'sidents in the -environs of nuclear power plants before the yearly soundiTIg of the siren systems.
This information is usually provided by the reactor licensee and the local county in which the power plant is located.
The NRC staff has verified that Pacific Gas and Electric Company has a program for providing information to the public in advance of the scheduled annual sounding of the siren system.
