20515 As we stated in our letter to you of August 10, 1987, the NRC has a long-standing practice (in place well before enactment of the Nuclear Waste Policy Act of 1982) of soliciting the views of the public both in writing and orally at its hearings.
On June 15, seventy-one individuals made oral statements before the Licensing Board regarding the Diablo Canyon spent fuel storage
- proposal, and the written views of hundreds of other persons were also received.
To amplify our previous statement, NRC did consider, as well as solicit, these views.
No tally of these views exists, but most are recorded in the trans-cript of the Diablo Canyon spent fuel pool proceeding for June 15, 1987.
Almost all persons commenting were not in favor of the PGSE proposal.
- But, as we explained, the NRC must weigh other factors in addition to the views of the population surrounding the reactor in considering proposals to increase the capacity for interim storage of spent fuel at nuclear reactor sites.
These other factors include the protection of the public health and safety and the environment, and the continued operation of the reactor.
Regarding Mrs. Weiss'econd
- question, the U.S. Council for Energy Awareness is a
new non-profit membership organization formed in April 1987.
It evolved from the merger of the Atomic Industrial Forum and the U.S.
Committee for Energy Awareness, and it is not a U.S.
Government agency.
It is a nuclear industry trade group.
The page from the October 1987 Discover magazine that Mrs. Weiss enciosed with her letter is basically an adve~rt sement published by this trade gl oup.
