MEFTING WITH LICENSEE ON FEBRUARY 18, 1987 - SPENT FUEL POOL EXPANSION RACK TO RACK INTERACTIONS NRC staff and its consultant from Franklin Research Center (FRC) met with PG&E on February 18, 1987 to discuss the subject.

The meeting notice and list of attendees are attached as Enclosures 1 and 2, respectively.

In a letter of February ll, 1987 the staff had requested PGSE to provide additional information and clarification on the following four items with respect to rack-to-rack interactions:

Time Histories The purpose of the meeting was for PGSE to provide its response to the

request, to be followed with a formal submittal which would also consider any staff comments and results from the meeting.

PGIIE stated that the, information discussed at this meeting was principally generated in preparation for the forthcoming hearing on the spent fuel. pool expan'sion and not as a basis for

, any licensing action.

The staff's summary of the PGIIE presentations is provided in Enclosure 3.

At the conclusion of the PGSE presentation the NRC staff and its consultant requested that the 'following additional information also be provided in response to items 2 and 3 of the NRC letter of February ll, 1987 (see also ):

Compare the impact forces using u

= 0.8 and u = 0.2 for single rack and multiple rack, keeping the distance between adjacent racks constant.

Fluid Coupling:

Using a distance of 7.5 inches for the two cases of single rack and multiple rack, compare the impact forces.

Include in your response the discussion of fluid coupling analyses as presented at the meeting.

Also, address the influence to the impact forces of the modelled racks when the adjacent racks move in phase, out of phase, and are fixed.

At the conclusion of the meeting the staff stated that further clarification might be needed.

The staff requested that PGSE provide the responses to the February 11, 1987 letter and to the above 2 additional items as soon as possible.

The staff stated that the information is needed for the staff to complete its evaluation of the items related to rack-to-rack interaction.

)NOTE:

After the meeting and following further evaluation of the rack-to-rack issue by the staff and its consultants, including comments provided by the Brookhaven National Laboratory, the staff requested additional information from PGRE on five items, in a letter dated February 26, 1987.

These five items encompass the four initial requests for information (NRC letter of February ll, 1987) and the two additional requests stated at February 18, 1987 meeting]
