Dear Dr. Crouch:

The informative paper describing evidence of thrust faulting in the Santa Maria Basin that you enclosed in your March 11, 1986 letter was most interesting.

The Nuclear Regulatory Commission is closely following ongoing work of the Pacific Gas and Electric Company in their seismic reevaluation program at the Diablo Canyon site and technical information such as provided in your report are of direct relevance to our objectives.

Your thoughtful observations and offer of assistance to this office in its oversight role are appreciated; particularly in view of your recognized knowledge of tectonism in the vicinity of the Hosgri Fault.

As we discussed in subsequent telephone conversations, I agree that there would be little likelihood of conflict of interest problems associated with your offer arising from your working relationship with the California Public Service Commission.

Our program has,

however, been underway for over a year and we have already enlisted the services of the U.S. Geological Survey and Dr. D. B. Slemmons of the University of Nevada to assist us in reviewing all new evidences of tectonism in the Diablo Canyon area.

Dr. Slemmons, in particular, is actively investigating geologic conditions in the region, taking into account recent technical information such as that provided by your recent publication.

It was unfortunate that you were unable to ioin the NRC staff and their consultants in the May 28-29 workshop at San Francisco, during which time details of the ongoing PGSE geologic and seismic studies were reviewed.

Your views would have been most welcome.

Nevertheless, as I indicated during our May 19 telephone conversation, we should have ample opportunity to meet with you upon your return to California, and discuss the points you have raised.

In view of your expressed interest in the project, I have enclosed a copy of the meeting summary of the workshop for your information.

Thank you for the clarification, made during our May 19 telephone conversation, of the point in your letter which could have been interpreted to indicate that PGSE concealed information that could have had an adverse bearing on the seismic design basis of the Diablo Canyon facility.

I trust I am accurately reflecting your statement of May 19 that you did not intend to imply any wrongdoing on the part of PGSE.
