Speis, Director Division of Safety Review and Oversight DIABLO CANYON - MEMORANDUM OF UNDERSTANDING FOR NRR EVALUATION OF LONG TERM SEISMIC PROGRAM The purpose of this memorandum is to formalize the NRR evaluation for the Pacific Gas and Electric Company (PGIIE) Long Term Seismic Program (LTSP) for Diablo Canyon and to establish the specific functions to be performed by the Division of PWR Licensing-A and the Division of Safety Review and Oversight.

Specific assignments and responsibilities are listed in Enclosure 1 and discussed below.

The need for the program was first identified in a July 14, 1978 ACRS letter on Diablo Canyon.

The scope of the program was discussed several times by the staff with the Commission and the ACRS during the 1984/1985 licensing activities for Units 1 and 2.

The need for an active participation by the staff in this effort, in particular regarding a parallel and independent program by the NRC and consultants is addressed in an OPE memo to the Commissioners (Enclosure 2).

The requirement for the program, including four specific elements and schedule, were included in the Unit 1 full-power CONTACT:

3) issued on November 2, 1984.

PG&E submitted its plan for the LTSP in January 1985.

After meetings with PG&E and the ACRS the Staff approved the LTSP plan in July 1985 (Enclosure 4).

The program is scheduled to be completed in mid-1988.

The LTSP constitutes a major effort by PG&E. It requires evaluation efforts and analyses in the areas of geology, seismology, ground motion, soil-structure interaction, and probabilistic risk assessment (PRA).

PG&E has formed a large task group for the LTSP, including consultants and an advisory board of experts.

The NRR technical review of the program plan and interaction with PG&E in the previous NRR organization were principally performed by GSB (S.

Brocoum, R. McMullen, L. Reiter, R. Rothman) with respect to geology, seismology and ground motion, SGEB (P..T.

Kuo and H. Polk) with respect to soil-structure interaction, and RRAB (S. Israel) with respect to PRA aspects.

Management technical direction was with DE (J.

P. Knight).

Overall NRR coordination,

program, schedule and licensing direction was provided by the Diablo Canyon PM (H. Schierling).

The

USGS, Brookhaven National Laboratory (BNL) and D.

Slemmons (U of Nevada) participated as consultants in the program evaluation.

In addition, two advisory panels of experts were recently formed through BNL and Lawrence Livermore National Laboratory (LLNL) in the areas of soil-structure interaction and theoretical ground motion modelling, respectively, to provide the staff with independent assessments.

Contractual arrangements and support were provided by DE.

As a result of the NRR reorganization the Diablo Canyon project is now assigned to the Division of PWR Licensing-A; however, most of the technical reviewers have been assigned outside this division.

These individuals developed the basis for the LTSP license condition, actively interacted with PG&E during the LTSP plan development, were involved in NRR presentations to the Commission and the ACRS, and are familiar with the complex background of the entire matter of reevaluation of the seismic design bases going back to the initial ACRS request in 1978.

The review and evaluation of the PG&E program and the parallel independent efforts by the NRC will be performed in accordance with the functional objectives of the new NRR organization and by utilizing the expertise of certain individuals previously associated with the LTSP.

Three organizations within PWR-A and DSRO will participate in the effort and are responsible as follows:

geology, seismology, earthquake magnitude, groundmotion, soil-structure interaction, and PRA including fragility aspects.

Specific individual assignments in each of the three organizations are identified in Enclosure

1. If expertise or participation from other groups is required such need will promptly be identified for management consider-ation.

The combined DSRO effort for FY 1986 through 1987 is expected to be approximately 0.5 man year per FY.

Consultant(s) for the PRA effort will be required in addition to those identified above.

Funding for all contracts with consultants will be provided by PWR-A.

Because of the complexity and duration of the LTSP and in order to assure overall continuity and consistency of the NRR review frequent interactions among the NRR staff will be necessary, including NRR internal staff meetings.

Requests for information, final technical positions, safety evaluations, etc. will be transmitted by memo.

Direct interactions between NRR reviewers and the PG&E technical staff shall continue as in the previous NRR organization.

Formal interaction between the staff and PG&E will be maintained through the Project Manager.

The Chief of the Engineering

Branch, PWR-A, shall provide the technical interaction with the licensee at the management level.

The LTSP by PG&E is a major effort which could set a precedent for the application of new methodologies in other seismic design evaluations.

Thus, the joint effort will serve the objectives and responsibilities of both PWR-A and DSRO.

We are jointly committed to provide the necessary resources for a thorough evaluation of the program and its results.

The success of the program will depend, in part on the NRC parallel and independent effort by its consultants and the staff's interaction with PG&E during the course of the program.

We request that you brief us on the progress of the program within about six months.

The NRR effort as described in this memorandum of understanding is hereby approved.
