MEETING

SUMMARY

- DETAILED CONTROL ROOM DESIGN REVIEll AND THREE OTHER SUBJECTS On January 8, 1986 NRC staff met with PG&E representatives and discussed the PG&E efforts for the detailed control room design review (DCRDR).

Enclosure 1 includes the meeting notice and list of attendees (Table 1).

The same subject had been discussed in detail at a previous meeting on November 9, 1985 when the staff requested PG&E to respond to a

number of issues related to the 9 elements of the DCRDR.

The main subject of the meeting was a discussion of the Safety Function and Task Analysis (SFTA) elements of the DCRDR, in particular the documentation of this effort.

Further details of the discussion are provided in Enclosure 2 which was prepared by the staff's consultants, Science Applications International Corporation (SAIC). It also includes a draft PG&E report on the subject which will be included in a forthcoming PG&E submittal. After the November meeting PG&E contracted with General Physics Corporation as consultant to develop the detailed program for and perform the SFTA.

The company has performed DCRDR task analyses for other facilities, including Trojan and Indian Point 3.

PG&E stated that they will submit their response to the 9 elements in February.

Regarding the submittal of the Supplement to Summary Report, as discussed at the November 1985 meeting, the staff requested PG&E to reevaluate the schedule of mid-1987.

Staff stated that it is not necessary that changes resulting from the DCRDR be implemented prior to the submittal of the supplement.

After the DCRDR meeting the staff and PG&E discussed the three additional subjects.

A summary is provided below.

Snubber Reduction Program:

PG&E briefly explained its snubber reduction program.

Attendees are listed in Table 2, Enclosure 1.

PG&E stated that they intend to apply Code Case N-411 for variable snubber damping.

The criteria will be used for the snubber reduction program and for future piping and pipe support analyses.

PG&E expects that this will lead to the removal of a substantial number of snubbers.

NRC staff stated that a

PG&E submittal requesting approval of the code case for application to Diablo Canyon should include the detailed criteria to be used in the analysis and that any new loads resulting from the revised analysis should be considered with respect to their impact on structures and equipment.

The NRC staff and PG&E briefly discussed the NRC requests for additional information (RAI) issued by NRC letter dated January 8, 1986.

Attendees are listed in Table 3, Enclosure 1.

In particular, the staff provided further clarification regarding the questions on the spent fuel pool cooling system.

PG&E stated they considered the redundancy requirements of GDC 44 to be met by fuel pool boiling and the capability of subsequent pool water makeup from various sources.

The staff stated that the portable

pump, as discussed in Section
9. 1.3.3. 1 and shown in Figure 3.2-13 of the FSAR, appears to meet the requirements regarding single failure of an active component.

However, to determine the adequacy of the system the following additional information for various spent fuel load conditions should be provided:

1.

Time from loss of cooling to start of boiling; 2.

Time from loss of cooling to start of uncovering of fuel; 3.

Time required for portable pump to be fully operational, including pump installation; 4.

Sources of makeup water, including description, design with respect to seismic capability, and technical specifications; 5.

Time for makeup sources to be fully operational.

The staff requested that the above information be submitted as a supplement to the Reracking Report provided earlier by PG&E.

The staff requested that the supplement should be provided promptly, in addition to the response to the RAI letter.

Unit 2 Power Ascension Program:

At the request of the staff PG&E briefly described Unit 2 reactor trips that occurred as a result of load rejection tests performed during the Unit 2 power ascension program.

Attendees are listed in Table 4 of Enclosure 1.

A sugary was provided by PG&E and is enclosed as Enclosure 3.
