LLNL TfCHNICAL ASSISTANCE TO THE OFFICE OF INSPECTION AND ENFORCEMENT, NRC, " DIABLO CANYON ALLEGATIONS EVALUATION" (FIN A0255)

The enclosed NRC Form 173, "Standard Order for DOE Work" for $ 125,000 is hereby submitted in accordance with Section III.B.2 of the DOE/NRC Memorandum *of Under-standing of February 24, 1978.

This work is urgently required to assist the NRC Region V Office in inspection and evaluation of identified allegations related to alleged discrepancies in construction of the Diablo Canyon nuclear power facility and the SOEW is forwarded without prior proposal.

The work authorization provides for proposal preparation as part of the work scope.

The enclosed statement of work details the required work and should be used as a basis for preparing a proposal.

NRC Form 189 contains the minimum information needed and will be used for the proposal.

Standard terms and conditions for NRC work, as approved by Headquarters, DOE, apply to this effort.

A copy of these terms and conditions has been furnished to your office separately.

The proposal should be submitted within 15 days in four copies to:

BACKGROUND During the past year, 83 allegations requiring specialized review, inspection and documentation activities have been identified.

Technical assistance is needed related to these allegations as deemed advisable by the NRC Region V

Allegation Review Board.

NRC Region V has requested assistance from the NRC Office of Inspection and Enforcement in procuring technical assistance services for these activities.

The allegation review, inspection and documentation effort will. be per-formed by a team effort including a

Team Leader from NRC Region V and six specialists provided by LLNL.

The NRC Team Leader will provide the tech-nical direction at the Diablo Canyon facility, act as coordinator with the licensee and specialists, and assume overall responsibility for the activities of the team.

The NRC will make necessary arrangements with the licensee for security clearances.

0 EtEUIRE Provide technical assistance services to the NRC Office of Inspection and Enforcement for support to NRC Region V to assist in independent inspection and evaluation of identified allegations related to alleged discrepancies in construction at the Diablo Canyon nuclear power facility.

The inspection and evaluation activities will be in the areas of welding and nondestructive examination (NDE), electrical/instrumentation construction, mechanical con-struction (including piping, supports, restraints, hangers and snubbers),

civil/structural construction, gA/corrective actions/documentation and material traceability/control.

The following technical assistance services are required.

a.

Two specialists to evaluate allegations related to welding and provide technical services in the areas of welding/metallurgy and nondestructive examination (NDE) including MT, PT, UT and RT.

b.

One specialist in mechanical construction capable of evaluating allegations and providing technical services related to mechanical equipment and piping installations including hangers, restraints, supports and snubbers.

c.

One specialist in electrical construction capable of evaluating allegations and providing technical services related to electrical/

instrumentation equipment installation and termination, cable pulling, conduit erection, and cable tray erection.

d.

One specialist in civil/structural construction capable of evaluating allegations and providing technical services related to concrete construction, concrete anchor bolts and embedments, and structural steel construction/weld'ing.

e.

One specialist in quality assurance, corrective action systems, and material traceability/control, capable of evaluating alle-gations and providing related technical services.

Consent of specialists selected by LLNL should be obtained from the NRC Team Leader prior to initiation of work.

Therefore, resumes and conflict of interest determination should be provided for each specialist.

3, ESTIMATED LEVEL OF EFFORT It is estimated that a preparatory meeting for this program will take place at NRC Region V offices during the week of February 25, 1985.

The review of background information, site inspection and documentation work will follow and be completed by May 1, 1985.

The participation and time duration 'for each specialist will be commensurate with the number of allegations and their complexity for each speciality, and will be identified by the NRC Team Leader.

A total of one staff year of effort is estimated to be required for site and office work, and meeting attendance.

4.

REPORT REIEUI ENENTS The following reports are required:

a.

Progress reports of information review, inspection and documentation activities will be provied to the Team Leader.

These will be required on an intermittant basis identified by the Team Leader.

b.

A separate report of findings and other information for each assigned allegation task will be provied to the Team Leader.

The Team Leader will identify the appropriate format.

C.

A monthly letter status reports will be submitted by the 15th of the month to the IE Project Manager, Henry Phillips, NRC Team Leader, R.

Dodds (Region V) and to the IE Contract Administrator, Debra Corley, that summarizes (1) progress

summary, (2) delays encountered or antic-ipated and the work planned for the next month, (3) the personnel time expenditures during the previous month, and (4) the costs generated against the work effort.

The report will identify the FIN, the project title, and the reporting period; the personnel time and cost expenditures will be submitted in the following format:
