Dear Mr. Parks:
As you and I both know, quality assurance and quality control are critical activities, particularly during construction of extremely complex under-takings such as nuclear power plants.
I believe it is especially important that allegations of improper or inadequate construction be communicated promptly to the appropriate officials and that evaluation and effective action, if deemed neces'sarv, be initiated as soon as possible.
In my view, this is a most important management obligation as well as responsibility.
Although I respect the fact that you have other views, it is my opinion at this time that Region V personnel have responded professionally, and with dedication, to the problems at Diablo Canyon.
- However, because of your concerns, first, that Region Y is not properly ollowing up with those who have presented allegations
- and, second, that in the course of conducting its allegations management
- program, Region V is inappropriately disclosing the identity of confidential allegers, I have asked that our Office of Inspector and Auditor (OIA) look into both matters as part of an agency-wide audit of the entire allegation management process.
I was pleased to receive your favorable coments concerning Mr.'on Meeks of OI.
Although I am not sure that it would be appropriate to assign Mr. Isa Yin as a technical liaison, I will discuss your suggestion with responsible NRC officials.

- However, as you probably know, I have been traveling extensively in order to visit as many nuclear power plants as I possibly can in the first few months of my term.
I did read your letter soon after its arrival.
I have given considerable thought to your letter as well as to your previous suggestions on quality assurance/control management.
