SUBJECT: NRC INSPECTION REPORT NO. 50-275/99-15; 50-323/99-15
Dear Mr. Rueger:
This refers to the inspection conducted on September 20-24, 1999, at the Diablo Canyon
Nuclear Power Plant, Units 1 and 2 facilities. The purpose of the inspection was to review the
radiation protection organization's preparation for Refueling Outage 2R9. The enclosed report
presents the results of this inspection.
Based on the results of this inspection, the NRC has determined that two Severity Level IV
violations of NRC requirements occurred.
These violations are being treated as noncited
violations (NCVs), consistent with Appendix C of the Enforcement Policy. These NCVs are
described in the subject inspection report.
If you contest the violation or severity level of these
NCVs, you should provide a response within 30 days of the date of this inspection report, with
the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control
Desk, Washington DC 20555-0001, with copies to the Regional Administrator, U.S. Nuclear
Regulatory Commission, Region IV, 611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011,
the Director, Office of Enforcement, United States Nuclear Regulatory Commission,
Washington, DC 20555-0001; and the NRC Resident Inspector at the Diablo Canyon Nuclear
Power Plant, Units 1 and 2 facilities.
In accordance with 10 CFR 2.790 of the NRC's "Rules'of Practice," a copy of this letter, its
enclosure(s), and your response,
if requested, willbe placed in the NRC Public Document
Room (PDR).
