+w/incoming This memorandum is in response to Chairman Palladino's'proposal that the staff set forth its plans regarding a review of the Diablo Canyon SSER by the ACRS.
The staff plans to complete by July 6, 1984, a draft SSER on the matter of piping and supports which is the subject of the seven technical license conditions in the NRR "Order Modifying License" of April 18, 1984.
The draft report will be provided to the ACRS since members of the ACRS and its consultants have visited the plant - having earlier expressed an interest in further review.
The staff recommends that this draft report be reviewed by the Committee with attendance by Task Force members.
At the same time we will provide the draft report to Mr. Isa Yin for his review and a request for his written comments.
The staff will issue its final report to reflect the comments by the ACRS and Mr. Yin, as appropriate.
In
- addition, we will include both comments as an appendix in the final SSER as is our normal practice.
We expect to issue the final SSER within three working days after receipt of the comments.
Enclosure 1 is a draft memorandum from you to ACRS requesting that they undertake an expedited review.
I would note that in addition to the SSER on the matter of piping and supports we intend to issue a second SSER on the resolution of remaining full power IDVP items and a third SSER to address the resolution of any allegation that the staff determined must be resolved prior to Unit 1 exceeding 5% power.
Both of these SSERs are currently scheduled to be completed by about July 13, 1984.
Enclosure 2 is a schedule for plants with very short term potential for licensing.
The schedule includes Diablo Canyon.
