Dear Mr. Liden:

Your letter of March 18, 1985, describes difficulties you have encountered with License Amendment Nos.

59 and 18 concerning implementation of Radiological Environmental Technical Specifications (RETS).

Implementation difficulties are primarily due to numerous typographical errors and editorial inaccuracies that do not accurately reflect your installed radiological environmental moni-toring systems.

We understand that you are negotiating with the NRC's Office of Nuclear Reactor Regulation, and we concur that all issues be resolved prior to implementation of the RETS.

Our radiation specialists will review the implementation of these Radiological Environmental Technical Specifications, as revised, at some future date.
