Dear Mr. English:

NEAR 2 9 1984 I am responding to your letter of January 31, 1984.

lie share your view that quality in the design, construction, operation, and management of nuclear power plant facilities is a major element to assure the health and safety of the public with respect to the operation of any such facility.

We also share your view that in the case of Pacific Gas and Electric Company's Diablo Canyon Project the high goals of quality have not always been met.

Whenever we have determined that this was the case, we identified such deficiencies to the company and requested that a'ppropriate corrective action be taken.

During the past months we have received numerous allegations and concerns re-garding the design, construction, operation, and management of the Diablo Canyon Nuclear Power Plant.

We are conducting an investigation, inspection and evaluation of these allegations and concerns, as appropriate.

Largely as a result of the allegations, we have also received extensive correspondence regarding the licensing of the Diablo Plant.

'This correspondence, in general, expresses concern about the licensing of the Diablo Plant.

The specific re-quests range from urging us to deny any license to PG&E for the operation of the plant under any circumstances to requests that we expedite licensing of the plant and requests that we proceed with the licensing process after thor-oughly reviewing and evaluating all appropriate safety concerns and taking necessary corrective action for the health and safety of the public.

The latter approach has always been and continues to be the NRC position.

It is for this reason that the Commission suspended the Diablo Canyon Unit 1 oper-ating license in 1981.

After we have completed our review and evaluation of the allegations and concerns, and after PG&E has made any corrections and modifications as we believe are necessary the Commission will proceed with the authorization of criticality and low power operation.

You raised a specific concern regarding the adequacy of experience of the PG&E staff to operate the Diablo Plant.

This particular issue also has been iden-tified recently by the Commission and is an area where the NRC is reassessing its requirements.

The NRC will ensure that PG&E will meet all the appropriate requirements to assure adequate public safety prior to authorizing criticality.
