September 29, 1983 Docket Nos: 50-275 and 50-323 t<EHORAHDUH FOR:
Chairman Palladfno Commissioner Gflinsky Commissioner Roberts Commissioner Asselstfne Commissioner Bernthal FROM:
SUBJECT:
Darrell G. Efsenhut, Director Division of Licensing Office of Nuclear Reactor Regulation LJESTINGHOUSE ROD DROP ISSUE (BOARD NOTIFICATION t(0.83-66A)
In accordance with the procedures for Board Notfffcatfon, the following infor-mation is being transmitted directly to the Commission.
This information adds to and amends the information in Board Notification No. 83-66 which was issued to update the Board Notification 79-18 regarding the analysis of the rod drop event for Westinghouse Plants.
This information is relevant to Westinghouse Pressurized llater Reactors which employ a negative flux rate trip system for protection against sfngle or multiple rod drop events and is applicable to Diablo Canyon, which is currently before the Commission.
The appropriate Boards are being informed by copy of this memorandum.
The Board Notification 83-66 stated that "(1) the dropped rod issue for Westinghouse plants during their first cycle has been generically resolved by the analysis provided in the (Hestfnghouse) topical report."
The staff has now revised fts position to require each affected Westinghouse Plant owner to provide a statement that the required plant specific calculations have been performed for the first cycle as well as subsequent
- cycles, and that the criteria for removal of restrictions on automatic rod control above 90 percent power level are met.
The Board Notification Nos. 83-66 and 79-18 addressed the analysis of a "single rod" drop event only.
The omission of "multiple rod" drop was inad-vertent.
The plant specific analysis fs required to be done for both single and multiple dropped rod events caused by a single failure or an error.

W The present interim restrictions on operation of affected l<estinghouse Plants
