Dear Mr. Wade:
The purpose of this letter is to request a proposal for the continuation of Lawrence Kivermore National Iaboratory contractual technical assistance to Region V of the Nuclear Regulatory Commission.
The proposal must be submitted on NRC From 189 and should contain.at least the information shown in Attachment 1.

STATEHEHT OF WORK OBJECTIVE OF PROPOSED WORK (l)~-Th lb'1 i,dbl'h Pacific Gas and Electric Company (PG8E) and located about 15 miles from San Luis Obispo, California has been the subject of an intensive Independent Design Verification Program.
As a consequence, many sig-nificant modifications and additions to the pipe support and restraint
- systems, electrical raceway support systems and building structural steel are being implemented.
Due to the magnitude and the rate of progress demonstrated in accomplishing these changes the Region V
offices of the NRC have requested technical assistance from the LLHL to accomplish the necessary inspection of these items in an orderly manner.

Objective The objective of this project is to assess the adequacy of installed plant modification that are a
result of the Independent Design Verification Program.
SUMMARY
OF PRIOR EFFORTS 3.
Hot applicable WORK TO BE PERFORMED AND EXPECTED RESULTS The individuals assigned to this project from the LLNL-HSSP staff and/or its sub-contractors are to become familiar with the various standards,
- codes, specifications and procedures pertinent to the applicable
- NRC, PGKE and site-contractor specifications, procedures, and quality assurance p'rograms that are to be identified'r provided by the HRC.
In addition, these individuals will be available for one week prior to the beginning of inspection work for site orientation and other necessary indoctrination and training.
Following the indoctrination period, inspection work is to begin and continue to the extent of initial funding at a
minimum rate of two individuals at the site each week.
Inspections are to be performed of HRC selected modifications or additions using pre-established HRC inspection requirements under the direction.of a
NRC regional or resident inspector.
The inspection will include a familiarization with the pertinent drawings and specifications, a
review of all related g.C.
documentation with respect to installation requirements and a field inspection of the completed work.
The findings of the inspection are to be documented using an existing format suitable for direct use by the HRC for transmittal to the licensee.
In the event deviations from requirements are discovered during the inspection, an NRC inspector will be consulted before documentation and disposition with the licensee is affected.

- The amount of funds authorized to date and the amount of funds expended for both manpower and computer services during the period and cumulative to date for the project.
- Any prob1ems or delays encountered or anticipated and recommendations for thei r solutions;
- A suranary of the progress to date; Plans for the next reporting period.
(2) Monthl Technical Letter Report A technical letter report shall be submitted monthly to the Region V Project Manager.
This letter report shall contain the following information:
A listing of all inspections completed during the reporting period
{exclude items identified in previous reports);
A listing of the criteria (codes and standards) each modification was inspected against;
- The results of each inspection, specifying any identified devia-tions from the evaluation criteria;
- The dates the inspections were conducted;
- The manhours expended conducting the inspections;
- The individuals contacted while conducting the inspections.

7 SUBCONTRACTS CONSULTANTS AND/OR MATERIALS Inspections and project management may be conducted in part by employ-ees of EGBG, Inc., Energy Me'asurements Group (EMG) located at offices in San Ramon, California.
EGA-EMG is under contract to.DOE and has been providing technical assistance to the'LLNL-NSSP through the SANL contracts division.

CONFLICT OF INTEREST 'INFORMATION There is no apparent or actual conflict of interest expected under the arrangements of this agreement.
MEETINGS AND TRAYEL Travel is required weekly to and from the work site by each assigned engineer (cost estimates reflect 1
roundtrip/manweek by air).
Addi-tional local travel is anticipated between LLHL, San Ramon and the NRC Region Y offices for planning and progress meetings which does not significantly impact costs due to their close proximity.

NRC FURNISHED MATERIALS 13.
Copies of codes, standards,'rocedures specification and miscellaneous tools and supplies such as flashlights and weld gauges considered necessary by the HRC Project Manager or inspectors and not otherwise available will be procured.from LLHL sources at NRC expense.
PROPRIETARY DATA to be general 14.
PATENT STATUS "In the event any pr.oprietary information is submitted by the NRC'in connection with this project, it must be specifically identified.
The University agrees to exercise its best efforts to protect such propri-etary data.
Furthermore, 'limitation shall'ot be imposed on the use'f any information and data previously delivered to the University or government without limitations or previously published in any form as ly available."
This proposal is being transmitted in advance of patent review for evaluation purposes only.
Ho further dissemination or publication shall be made witho'ut prior approval of the Assistant General Counsel for Patent, DOE.
