MACKAY ON CONTENTION 11 I, Samuel D. Mackay, being duly sworn, state as follows:

I am employed by the U.S. Nuclear Regulatory Commission as a

Principal Operational Safety Engineer in the Division of Human Factors Safety, Office of Nuclear Reactor Regulation.

I am the Principal Operational Safety Engineer assigned to review selected plant emergency operating procedures for the Diablo Canyon Nuclear Power Plant Unit Nos.

1 and 2.

Contention ll states:

"Contention 11.

The Applicant has proposed simply to add the pressurizer heaters to the on-site emergency power supplies.

It has not been demonstrated that this will not degrade the capacity, capability and reliability of these power supplies in violation of GDC 17.

Such a demonstration is required to assure protection of public health and safety."

The applicant will not simply add the pressurizer heaters to the on-site emergency power supplies.,

Normally, the pressurizer heaters will not be connected to the emer'gency power supplies, but when off-site power is not available, the operator will be permitted to carry out the written procedures for connection of pressurizer heaters to emergency buses.

PGSE has developed procedures to make the operator aware of when and how the required pressurizer heaters should be connected to-the emergency buses.

The procedures

'are designated as EP-OP-4 and OP-4A.

They identify the conditions for shedding selected loads from the emergency power source to prevent overloading when the pressurizer heaters are connected.

The procedures have been written and approved and have been incorporated into the Operating Procedures of the Plant Manual.

In addition, as part of the low power test program, the operators will load the pressurizer heaters onto emergency buses. 'his. test will provide additional training 'for the operators, verify the adequacy of the procedures and demonstrate that the capacity, capability and reliability of the emergency power supplies will not be degraded by the emergency loading and operation of the pressurizer heaters.

We have concluded that based on the low.levels of residual heat in the reactor core that will result from operation at low power, 1

complete development of these procedures will not be necessary for operation at power levels of 5% or less.
