..Ig I am writing in reply to your December 8 letter to Mr. Joseph Fouchard.

Under existing policy, the members of the Commission must make the final decision on Pacific Gas and Electric Company's application to operate its Diablo Canyon Nuclear Power Station, This matter cannot be decided at a lower level.

The members of the Comoission are Chairman John F. Ahearne (634-3323) and Commissioners Victor Gilinsky (884-1461) Joseph M. Hendrie (634-1459) and Peter Bradford (634-3309).

The status of the Diablo Canyon proceeding is as follows:

(1) The Atomic Safety and Licensing Board is considering an application for a license authorizing fuel loading and low power testing of Unit 1.

(2) The Atomic Safety and Licensing Appeal Board is reviewing portions of the Licensing Board's "Partial Initial Decision" deal-ing with seisojic matters and the applicant's physical security plan.
