Dear Mr. Knutson:
FE8 g 5 )ggy Your letter of January 12, 1984 to Mr. William Dircks requests that the Nuclear Regulatory Commission deny Pacific Gas and Electric any type of operating license for the Diablo Canyon Plant.
As you must know the Commission issued a low power license for Unit I in September 1981.
- However, because of design deficiencies and weaknesses in the quality assurance program that license was suspended in November 1981.
A design verification program was subsequently initiated.
This program is now nearing its completion.
In November 1983 the Commission authorized PGSE to load fuel and recently that authorization was extended to include all precriticality testing.
The Commission has been requested by PGIIE to further authorize low power testing, however a decision has not been reached.
In addition, during recent months numerous allegations have been made regarding the design and construction of the Diablo Canyon Nuclear Power Plant.
These allegations are made by concerned citizens, like yourself, the news media, as well as current and former employees of Pacific Gas 5 Electric Company contractors.
We are evaluating the validity of each of the allegations and corrective action is taken as necessary.
Only after completion of our evaluation and determination that the Diablo Canyon Nuclear Power Plant has been built in accordance with the applicable requirements and regulations will we recommend to the Commission that the suspended low power license be fully reinstated.
Similarly we will recommend to the Commission issuance of a full power license only after we have determined that the health and safety of the public have been adequately protected.
