Dear Mr. Cooper:

The purpose of this l'etter is (1) to respond to the concerns

and problems

which you identified to Mr. E. Powers of the Office of Investigations of the

NRC on July 12,

1982 and (2) to answer your letter of August 20, 1983.

Before proceeding,

please

allow me to apologize for the tardiness

of this

letter and our delays in communicating with you,

The delays are

due to the

fact that two of our offices (Office of Investigations

and Region V) were

involved in following up your concerns

and personnel

involved thought each

others office was contacting you.

Because of this problem,

we have

instituted procedures

to eliminate this sort of situation from occurring

again.

Regarding the issues

you raised, I am enclosing

copies 'of two Region V

Inspection Reports,

Nos. 50-275/82-26,

50-323/50-13

and 50-275/82-42.

Mr. J.

Burdoin,

a Construction Inspector of my staff, followed up your concerns

and

documented this effort in the first report.

Subsequently

we assigned

Hr. P.

Morrill, an Operations

Inspector of my staff, to review that inspection

effort as well as the transcript of your conversations

with Mr. Powers

on

July 12,

1982.

Mr. Morrill concluded that additional examinations

were

appropriate

and followed-up (as

documented in the second inspection report).

Mr. Morrill discussed

several of your concerns with NRC licensing personnel

in Washington,

D.C. to verify that valve failure modes

and redundancy

were

safe at Diablo Canyon.

Although he did not find any major safety problems,

Mr. Morrill did find that

the licensee's

tracking and documentation of Nuclear Plant .Problem Reports

and Design Change

Requests

was out of date

and not always scheduled.

During

other examinations

these

issues

were examined

more thoroughly and corrected

by the licensee.

My staff is aware of these

problems

and has been told to

remain alert for any "back-sliding".

All in all, my staff and I feel your

concerns

were well thought out and

show

a real dedication to safety.
