Attorney, OELD Enclosed please find a copy of the transcript of a meeting held on January 6, 1983between members of the NRC Staff and an individual concerning alleged safeiy deficiencies at the Diablo Canyon Project.

In particular, the stated concerns relate to:

Both the substantive and procedural concerns raised should be factored into the Independent Design Yerification Program as appropriate.

The allegations have potential bearing on the currently ongoing verification efforts of both the utility and the IDYP.

Accordingly, notification of these allegations was transmitted to the Comnission by Board Notification No. 83-03 on January 7, 1983 (copy attached).

The alleger has expressly requested and was assured of anonymity to the extent permitted by law.

Consequently, as you have agreed, the enclosed transcript

No copies of the transcript should be made and access to the single copy provided should be restricted (and duly documented) to the smallest number of individuals possible consistent with your need to evaluate its contents in conjunction with the IDVP.
