DEC 3i 1981 With respect to your first question, the information submitted to date to NRC indicates the misapplication of vertical response spectra in more than one area.
As you may know, the low power operating 11cense issued to the Pacific Gas and Electric (PGKE) Company on September 22, 1981, was suspended by the Commission Order dated November 19, 1981.
The Commission Order requires that VG8E provide additional informiation for NRC staff review and approval prior to a Commission decision on reinstating the low power license.
r In regard to your second question, the Diablo Canyon plant has been desi'oned to withstand waves resu'Iting from a tsunami caused by a 7.5 magnitude ea'rthquake at the Hosgri Fault which is located approximately 2 1/2 irIiles offshore, of the plant.
In January 19S1, significant damage was sustained to one of the breakwaters which, among other things, dissipate wave energy and':qaVe-runup at the plant.
The Pacif1c Gas 5 Electric Company is currently per'forr)ing small scale model studies of the break<<ater to deterIIIine what modifications',oto the breakwater are necessary.
The NRC staff will review and evaluate the proposed modifications to easer'alai:
that the original degree of protection against tsunami generated waves wi'll ',
be restored.
This matter will be resolved prior to the issuance of ak full, power license.
