0 Cup This is in response to your recent message to Mr. W. V. Vitale, Department of Energy, regarding the delay in licensing of the Diablo Canyon Nuclear Power Plant.

Hearings before the Atomic Safety and Licensing Appeal Board on seismic and security matters were concluded in October 1980 and November 1980, respectively.

The concerns raised by Governor Brown of California and others resulted in another hearing on the matter of issuance of a low power license.

This hearing was held in May 1981.

He expect the Board's findings in the near future.

lie appreciate your interest in the Diablo Canyon project and understand your frustration at the delays in its licensing.

Please be assured that the NRC is taking every reasonable action to expedite the licensing process, con-sistent with our commitments to ensure the public health and safety.

Sincerely, prigina3. Signed by Herbert N. Berkow Herbert N. Berkow, Chief Management Analysis Branch Planning and Program Analysis Staff Office of Nuclear Reactor Regulation 8108060083 pppp75 Pgg 18IDOC~ 0 p~gp H

Dear Mr. Stefanetti:

PPR g3 (g8]

On behalf of President

Reagan, thank you for your letter supporting the use of nuclear energy.

One of the most important things we can do to help solve our Nation's energy problem is to get the nuclear industry back on track again.

To do so will require a stable and predictable licensing environment.

Therefore, the Department of Energy will support activities to provide for streamlined licensing and siting of nuclear powerplants.

However, the nuclear industry s

problems (as illustrated by 44 reactors cancelled in the last four years) cannot be attributed solely to an uncertain regulatory environment.

Inflation, with its associated increases in the cost of capital, and diminished load-growth forecasts have led to criticism and curtailment of utilities'lans for expansion.

It is, therefore, imperative that we accurately assess our elec-tricall requirements for the future in order to prevent low electrical growth.

projections from becoming self-fulfilling prophecies.

The Nation cannot afford a shortfall in electricity and maintain a healthy economy.

Thus, the President's determination to bring inflation under control is a vital ingredient in revitalizing our nuclear industry.

Although our plans are still being developed, it is clear -that a vigorous and balanced nuclear technology program will be required to meet our energy needs.

I anticipate that this program, when fully formulated, will involve a major effort to close the light water reactor fuel cycle, put in place the reprocess-ing activity required to support a breeder reactor development

program, and work towards developing the technology to close the breeder fuel cycle.
Thus, I believe, we will set in motion the effort to regain our lead in nuclear technology and restore confidence in our commitment to rely on nuclear energy as a major contributor to our future energy supply.

Thank you for your interest in our programs.

Sincerely, William V. Vitale Executive Secretary
