Dear Nrs. Kovar:

Thank you for your October 1, 1980 letter in which you expressed a concern over emergency preparedness and evacuation of the area surrounding Diablo Canyon in view of the accident at Three Nile Island (TNI) and in case flooding occurs concurrent with the need for evacuation.

Following the TNI-2 accident, the HRC has been re-examining the design and operation of all nuclear power plants including emergency evacuation plans needed to cope with potential accidents.

The recommendations contained in the report by the President's Corenission on the.TNI-2 accident (the Kemeny Cmmission) as well as other actions recommended by various, task forces within the HRC were considered and requirements have been established and published in HUREG-0694 titled, "TNI-Related Requirements for New Operating Licenses",

NUREG-0654/FENA-REP-1 titled, "Criteria for Preparation and Evaluation of Radiological Emergency

Response

Plans and Preparedness in Support of Nuclear Power Plants",

a revision to 10 CFR 50, and a new Appendix E to the Commission regulations.

In April 1980, the Pacific Gas and Electric Company (PG8E) submitted to the HRC an evacuation study for the ten mile zone surrounding Diablo Canyon.

This study describes evacuation

routes, road capacities and evacuation time estimates for both normal weather and hazardous conditions which include, among other things, fire, flood, earthquake and radiation.

The study recognizes the difficulty of evacuating Baywood Park and Los Osos under some conditions.

The appropriate protective measures under such conditions likely would be sheltering in homes followed by a subsequent relocation of population from any contaminated areas.

The emergency plans will set forth the mechanisms for deciding on the most effective protective actions for the public given the specific conditions which pertain at the time of an accident.

In addition, following the TNI accident, Intervenors moved to reopen the record on Class 9 accidents and emergency planning.

On June 5, 1979 the Licensing Board stated that it would not rule on the motion until it receives the HRC staff's supplemental safety evaluation report on the effects of TNI related to full power license for Diablo Canyon.

In order to receive a full power license for Diablo Canyon, PGBE must complete all TYI safety-related requirements (including emergency planning) for such a license as identified in NUREG-0694 and obtain favorable rulings from the Licensinq Boards.

Before issuance of such-a license by the HRC staff, the Conmission will have the opportunity to review the decisions reached by the Boards.

A copy of. the PGPIE's evacuation

study, NUREGs, as well as other licensing documents, correspondence and Board proceedings can be found in the Local Public Document Poom (LPDR) maintained for Diablo Canyon.

However, the ten mile zone is not necessarily an ev cuation zone but it is a

emergency planning zone as stated in NUREG-0396/EPA 20/1-78-016 titled, "Plan ng Basis for the Development of State and Lo al Government Radiological ergency Response Plans in Support of Light l4ater uclear Power Plants" publishe in December 1978.

This report points out th for the most severe accidents in order to limit life and injury threaten g doses, evacuation is the prefe red protective measure within a five mi e zone surrounding the plant, but 'n the zone between five and ten miles the ppropriate protective action may be o seek shelter in one's home subsequl; tly followed by evacuation.

Potential flooding of South Bay Boulevard and cl Sure of Los Osos Valley Road would be kn vn by plant personnel and extra recautions would be taken to insure again t the possibility of a concurrent re ctor accident.
