Although the Staff concurs with Mr. Norton's account of the arr'angements for delivery of security materials made between Mr. Jones, Mr. Norton, and Mr. Tourtellotte on July 2, 1980, the Staff does note that no mention was

'ade of the methods by which the Staff would handle the delivery of sensitive material to Pacific Gas and Electric Company'(PG8E) or to the Intervenor's Counsel in San Francisco, To correct this oversight, Counsel for the Staff spoke to Mr. Norton on July 24, 1980 by telephone.

At that time, Mr. Norton agreed that if the Staff would hbdd-deliver security materials to the PGGE offices in Washington, D.C., then a

PGSE employee would courier the material to the PGEE building in San Francisco. If the material were addressed to Mr. Baldwin, PGSE would see to it that the package was hand-delivered to him in a timely fashion.

Sensitive materials to be given to Governor Brown would be hand-delivered by the Staff to the Governor's counsel in l(ashington, D.C.

Counsel for the Staff is also authorized to state that Counsel for Governor Brown will hand-deliver sensitive material to the Staff in Bethesda,

Maryland, or to the PG8IE offices in klashington, D.C. for delivery to counsel for PG&E or counsel for the Intervenors in San Francisco.

Addressee Only" and then put in another outside envelope.

The Staff suggests that the other parties use the same approach.
