Plant Tour

Upon arrival, the inspector

conducted

a tour of various areas of Unit

1 and

2 to observe

work in progress,

completed work and housekeeping.

The work activities and completed work in the various areas

toured were

examined for compliance with the applicable

codes

and standards.

During

the tour of the Unit 2, 480 Volt Vital Bus

2F room the inspector noted that

above switchgear cubicle 52-2F-33,

several

black non safety related cables

were associated

with and very close to the orange cables of bus

2F .

The inspector inquired if the black cables

ever

become associated

with the cables of another safety related train.

Discussions

with

cognizant licensee

personnel

failed to resolve the question

as the

cable identification of the black cables

could not be seen.

This

item will be examined during

a future inspection.

Seismic Anal sis for As-Built Safet

Related

The inspector

examined licensee

actions at the corporate office and

at the Unit 1 site to determine

compliance with the requirements

of

IE Bulletin 79-14.

The Design

Review Procedure for work conducted

at the corporate office was reviewed

and found satisfactory.

The

designation

of specific elements

to be examined during the field ver-

ification were determined

by qualified personnel.

Checklists

were also

incorporated into the procedure

to aid the Design Isometric Reviewer

and the Analysis Reviewer.

PGSE

has obtained

the services of Earthquake

Engineering to conduct the

review of the design isometrics

and determine

and mark the scope of a

particular seismic analysis

on a single design isometric.

There may be

more than

one seismic analysis

associated

with a single design isometric.

The design isometrics

are transmitted

to the field where the verification

of the as-built condition is conducted.

When the marked

up drawings

are received

from the field, Earthquake

Engineering

personnel

compare

the seismic analysis with the marked

up design isometric

and generate

a list of discrepancies

between

the analysis

and the actual as-built

condition of the system.

The list of discrepancies

along with the Analysis

Review Checklist are given to

PG8E seismic analysts

who make the engi-

neering determination of acceptability or if reanalysis

is required.

The Field Verification Procedure for conducting the walkdown of the

system

was examined

and found to incorporate

the elements

to be inspected

and the allowable tolerances.

The records of training lectures

held to

instruct the field personnel

were reviewed.

The lectures

covered the

procedures

in depth

and appeared

to adequately

prepare

the inspectors

to conduct the walkdowns.

In addition, meetings

are held every morning

to discuss

any problems

noted

and answer questions.

Each inspector

was issued

the tools required to perform the

needed

inspections.

The inspector observed

and interviewed two inspectors

conducting

a walk-

down of Chemical

and Volume Control

System Isometric

and independently verified applicable inspection elements

on the above

isometric.

The inspectors

appeared

very knowledgeable of the require-

ments

and conducted

the walkdown in accordance

with the procedure.

This bulletin will remain

open pending the review at the corporate office

of the engineering

resolution of nonconforming deviations

found during the

walkdown.

Review of ASME Certificates of Authorization

Due to the length of time since Diablo Canyon construction

commenced,

the requirements

and responsibilities of the

AS~1E code concerning

obtaining of certificates of authorization

and code stamping of items

have

changed significantly.

Also the design of many parts,

components,

appurtenances

and the installation were conducted

in accordance

with ANSI

831.1Property "ANSI code" (as page type) with input value "ANSI</br></br>831.1" contains invalid characters or is incomplete and therefore can cause unexpected results during a query or annotation process.

Power Piping and 831.7 Nuclear

Power

Piping as the design

was

initiated in the mid 1960's.

The inspector

reviewed

a letter of agreement

between

PGSE,

The State

of California, Division of Industrial Safety

and the Hartford Steam

Boiler Company which described

what items would or would not be code

stamped

and what information would be put on the code plate.

At

present

PG8E does not hold and never has held an

ASNE Certificate of

Authorization.

The only two contractors

who performed

code work on

site were Wismer and Becker and Pullman Kellogg, both of whom have or

had

AStlE Certificates of Authorization.

Site specific certificates of author-

ization had been

issued for the work to be performed.

Letters of

extension or renewal of the certificates

were obtained

as required.

The following certificates of authorization were issued for work at

the Diablo Canyon Site.
