& 50-323 Once a utility has been issued a license to operate its facility, more stringent security requirements are imposed.
One of these requirements is to prohibit access to vital areas of the plant for the purpose of general information unless there is good cause shown to the utility.
While PG&E does not have an operating license for the Diablo Canyon Units, the construction of Unit I is nearly complete, including the installation of security surveillance equipment.
In view of the normal work activities currently in progress at the site that the utility is endeavoring to complete by Nay 3, 1979, it is our understanding that site visits by the general public. places a burden on the plant security and other personnel which the utilitybelieved was not justified considering the purpose of the visit.

Yore, ASLB I am pleased to respond to your letter dated FFeN~ 28, 1979 to the Chairman of the Nuclear Regulatory CorIInission (NRC).
You expressed concern over the Pacific Gas
& 'Electr]c (PG&E) Comipany' refusal to grant you and your students permission to make a site visit at the Diablo Canyon Facility.
Noreover, you stated that PG&E informed you that its denial was based on NRC security requirements.
As you may know there are certain security precautions taken during the construction phase of' nuclear power plant.
However, these security requirements do not prohibit tours of the construction site.
It is a utility decision to accept or reject a request to visit the site during the construction of the plant.
There is no specific NRC policy in this regard.
