2.
Procedure
Review
The inspectors
reviewed licensee
procedures
for Local
Leak Rate
Testing
(Type
B and
C tests),
and the Containment
Integrated
Leak
Rate Test (CILRT).
This review was to ascertain. whether the pro-
cedures
were consistent with regulatory requirements
and guidance,
as stated
in the following documents:
Appendix J to 10 CFR 50, "Primary Reactor
Containment
Leakage
Testing for Water-Cooled
Power Reactors."
American National
Standard
N45.4-1972,
"Leakage Rate Testing
of Containment Structures for Nuclear Reactors."
Regulatory Guide 1.68, "Preoperational
and Initial Startup
Test Programs for Water-Cooled
Power Reactors."
Topical Report BN-TOP-l, Revision 1, "Testing Criteria, for
Integrated
Leakage

Containment Inte rated
Leak Rate Test
(CILRT)
The inspectors
witnessed
selected
portions of the CILRT.
The test
was conducted at a reduced
pressure
(Pt=25.0 psig and Lt=0.0472 Wt.
5/24 hours).
Fifteen penetrations
wer'e selected at random by an
.
inspector
and were observed
to be lined up in accordance
with the

procedure.
Other areas
observed
included minimum crew require-
ments; test prerequisites
being met; special test equipment in
service
and calibrated;
and proper plant systems
in service.
The licensee
commenced
pressurizing
-the containment
on October 30,
1978.
Ouring the
10 psig inspections,
an engineer
noticed
a
leaking ventilation valve.
The cognizant test 'engineer
decided to
depressurize
the containment,
repair the valve,
and repressurize
that evening.
At, 5:00 a.m.
on the .following day, October 31, the
licensee
commenced
taking data after containment
temperature
had
stabilized.
The test
was concluded
November
1 at 7:30 a.m.,
followed by a superimposed
leak rate verification test.
The licensee's
preliminary result for the Type A test,
which did
not include Type
B or
C additions,
was
a total time leak rate which
was less
than the allowed acceptance
criter ia.
All test parameters
met applicable criteria for acceptance.
The IE inspectors'nde-
'endent
calculations, for the test period used
by the licensee,
indicated
a mass point leak rate of about 0.026Ã/24 hours.
The
acceptance
criterion at the
95K upper confidence level
was about
.0355/24 hours.
No items of noncompliance or deviations
were identified.
4.
Exit Interview
The inspectors
met with licensee
representatives
(denoted in
Paragraph
1) on November 1,
1978 at the conclusion of the inspec-
tion.
The findings of the inspection
were summarized
by the
inspectors.
The licensee
was advised that no items of noncompliance
or deviations
were identified.
