DECLARATION OF AUTHORIZED OFFICER OF CRAFT IN SUPPORT OF PETITION TO INTERVENE IN DOCKET NO. 50-341 LRA, 2014-0109 Under penalty of perjury, I, Jessie Collins, declare as follows:

1. I am authorized by Citizens Resistance at Fermi 2 (CRAFT), an unincorporated association, whose address is _____________________________________________________, to sign this Declaration. CRAFT is formally and organizationally opposed to the re-licensing and operation of the Fermi Unit 2 (Fermi 2") nuclear power plant for which Detroit Edison Company (DTE) has submitted a License Renewal Application (re-licensing request) to the Nuclear Regulatory Commission (NRC).
2. CRAFT ________ members, several of whom live within 50 miles of the Fermi 2 nuclear power plant site. CRAFT is concerned that if the NRC grants the DTE re-licensing request that the operation of the nuclear power plant could adversely affect the health and safety and the integrity of the environment in which CRAFT members live.
3. In order to ensure that the re-licensing decision for Fermi 2 protects the interests of CRAFT in a safe and healthy environment, the group formally seeks to intervene on behalf of all of its members named in the attached declarations, in any re-licensing proceeding and /or related rulemaking proceeding that concerns the safety and environmental impacts of the Fermi 2 nuclear power plant near Monroe, Michigan. CRAFT intends, on behalf of its member(s), to take any legal actions necessary to ensure the re-licensing proceeding and the rulemaking proceeding are conducted fairly, efficiently and in a manner that provides the full consideration of all re-licensing issues that could affect the safety and health of CRAFT members and their living environment.

I hereby declare under penalty of perjury that the foregoing facts are true and correct and that any expressions of opinion are based on my judgment.
