The regulation at 10 CFR 50.47(bX6) states the following: Provisions exist for prompt communications among principal response organizations to emergency personnel and to the public.
Two emergency planning functions have been defined for this planning standard:
(1) Systems are established for prompt communication among principal emergency response organizations.
(2) Systems are established for prompt communication to emergency response personnel.
The regulation at 10 CFR 50.47(b)(8) states the following: Adequate emergency facilities and equipment to support the emergency response are provided and maintained.
Two emergency planning functions have been defined for this planning standard:
(1) Adequate facilities are maintained to support emergency response.
(2) Adequate equipment is maintained to support emergency response.
Sections lV.E.1-4, lV.E.8, and lV.G of Appendix E to 10 CFR Part 50 provide supporting requirements such as a change that reduces the inventory or availability of equipment.

The plan continues to comply with regulation 10 CFR 50.47(bX6), 10 CFR 50.47(b)(8), and Sections lV.E.1-4, lV.E.8, and lV.G of Appendix E to 10 CFR Part 50.
The removal of the 4102 phone bridge has no impact on the emergency plan. The removed circuit was an additional "listen only" tie in to the existing communications system 4101 phone bridge which provides speak and listen capability among multiple users. The original intent of the listen only portion of the circuit was to prevent background noise interference from users that were listening in on the communications bridge. The removal of the listen only portion of the bridge is prompted by the near universal use of muting capability for current phone devices, thus eliminating the chance of background noise interference. This change maintains existing ERF equipment with equipment of like quality, reliability, performance, and user interface, specifically the 4101 phone bridge. All users of the 4102 listen only bridge have access to the 4101 bridge and maintain the capability to monitor communications.
The removal of Maintenance lnstructions (Mls) from the TSC inventory continues to comply with regulations. There are no pertinent Mls that need to be maintained in the TSC, and all Mls are available electronically from BSL. Pertinent paper copies of Mls are maintained in the Operations Support Center (OSC) and available for teams that may be dispatched to execute emergency repairs.

1.0 INTRODUCTION
The purpose of this instruction is to comply with the requirements of the Radiological Emergency Plan for periodic inspection and maintenance of equipment and supplies.

The individuals performing the inventory shall complete the appendices as indicated and make arrangements to correct any items found unsatisfactory.
B. Completed appendices will be forwarded prior by the end of the month/quarter in which they are due to the Emergency Preparedness Manager for review.
C. The Emergency Preparedness Manager is responsible for ensuring the overal!
state of readiness of supplies and equipment identified in this procedure.
D. List any deviations and the disposition on the appropriate Appendix Data Sheet.
Deficient outdated or missing items shall be replaced as soon as possible.

E. Personnel conducting tasks will provide legible documentation of results.
Gompletion of Appendices A. A checkmark in the USAT* column will represent that the item being inventoried meets the operable condition and/or minimum quantities were observed.
B. lf the "As Found" condition of items differ from the expected condition, comments in the "Remarks" column of the appendix should be recorded and in enough detailto leave no doubt as to the conditions found and actions taken.
Comments such as the following - "batteries missing" do not document the full action taken nor allow a person to determine what, if any, action has been taken. Comments should read for example: "Batteries missing, replaced on Feb 5, 09".
C. All unexpected "As Found" conditions shall be corrected as soon as possible. lf circumstances do not allow prompt correction, the Emergency Preparedness Manager shall be notified. Once the condition(s) has been corrected, the applicable form will be signed.
D. Specia! checks of certain material in cabinets shall be performed. The following checks shall be made where applicable:
- 1. The protective clothing and heaUmoisture sensitive materials shall be checked for deterioration.
- 2. Replace all batteries prior to end of shelf life with fresh batteries.
3.2 The emergency equipment stored in cabinets may be provided with a lock or tamper evident seal as a means of controlling access or determining that the cabinet has not been opened. lf the cabinet has not been opened since the last inventory, as evidenced by an intact seal, then an inventory is not required.
"As found" quantities less than minimum specified generally do not rise to the levefs described in NPG-SPP-22.300, Corrective Action Program as a condition adverse to quality if promptly corrected. However, any items deemed to meet the criteria of NPG-SPP-22.300 shall be documented under Corrective Action Program guidelines.

!n addition to the frequency schedule in Section 3.3, special inventories are indicated when items or equipment maintained by this procedure have been affected by a dril!,
exercise, or training. This special inventory will be performed at a reasonable time following the activity and shall be documented on the appropriate appendix to this procedure. This special inventory may also be used as the routine inventory.

Notify NRC at 1-301-951-0550 of equipment problems and ongoing repair efforts.
Maintenance and Service Requests o Document a tracking number in Remarks section.
Document the equipment's return to operable status in the Remarks section Post Repair Testing - after being notified that the trouble ticket, WO, or SR has been completed on inoperable equipment, test the equipment using the applicable step in this procedure to ensure its operability.
o Notify the Shift Manager and NRC (as necessary, at the above number) of the return to service.
Make a copy of the completed appendix, attach any notes, and file in WBN EP facility inventory files.
Transmit original copy of completed appendix to EDMS.
