SUBJECT:

REQUEST FOR RELIEF FROM SECTION XI ASME CODE REQUIREMENTS FOR OCONEE UNITS 1, 2, AND 3 (TAC NOS. M83556/M83557/M83558)

By a letter dated May 13, 1992, you submitted to the NRC a request for relief (RR-92-09) from certain Section XI ASME Code requirements for Oconee Units 1, 2, and 3. Specifically, relief was requested from the hydrostatic testing requirements of the Borated Water Storage Tank suction piping to the High Pressure Injection pumps. You indicated that it would be impractical to isolate this piping from other lower pressure portions of this system in order to conduct the required testing.

The NRC staff has reviewed your request and evaluation which were made in support of your request. Enclosed is our Safety Evaluation. Based upon the Safety Evaluation, we conclude that the required hydrostatic testing requirements of the subject piping are impractical to perform at this time for Oconee Units 1, 2, and 3. Therefore, relief from the hydrostatic testing requirements is granted as requested, pursuant to 10 CFR 50.55a(g)(6)(i).

The required testing should be performed at the next outage for each unit where plant conditions permit disassembly of HP-101 and HP-102, but no later than the end of the third period of the second inspection interval.

This relief is authorized by law and will not endanger life or property or the common defense and security, and is otherwise in the public interest, given due consideration to the burden that could result if the requirements were imposed on your facility.
