Accession Nos. ML16224A793), Entergy Operations, Inc. (Entergy, the licensee), submitted a relief request (WF3-RR-2016-1) for Waterford, Unit 3 (WF3), to propose an alternative to the American Society of Mechanical Engineers Operations and Maintenance Code by adopting Code Case OMN-20, Inservice Test Frequency, pursuant to Title 10 of the Code of Federal Regulations Section 50.55a(z)(2). Specifically, the proposed alternative is to use Code Case OMN-20 to extend or reduce the IST frequency requirements for the third 10-year IST interval or until OMN-20 is incorporated into the next revision of Regulatory Guide 1.192. This proposed alternative is related to the licensees license amendment request dated July 25, 2016 (ADAMS Accession No. ML16207A532) to adopt Technical Specifications Task Force change traveler (TSTF)-545, Revision 3, TS Inservice Testing Program Removal & Clarify SR Usage Rule Application to Section 5.5 Testing, for WF3.

The purpose of this correspondence is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of the above relief requests. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed relief requests in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
