CRISIS MANAGEMENT CENTER We have completed our review of your proposed revision to the Duke Power Crisis Management Plan as described in your submittal to us dated April 22, 1991.
Based on our review we have concluded that the changes meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50 contingent upon some needed clarifications as addressed below.
Our review of your proposed 75 minute goal for staffing and operation of the Duke Power Crisis Management Centers (CMCs) in Charlotte and Clemson indicates the proposed time frame is acceptable.
Although Supplement 1 to NUREG-0737 indicates 60 minutes as the appropriate goal for Emergency Operations Facility activation, reasonable exceptions are allowed. We concur with your rationale that the Oconee CMC.could not appropriately assume responsibility until after the Technical Support Center is operational, i. e.,
the 75 minute goal for minimum staffing of the CMC should be consistent with the currently approved activation time of the TSC.
We. understand that you will provide sufficient staff to-activate the EOF (CMC) and carry out the basic functions of an EOF as specified.in current regulatory guidance. We understand that you plan to continue augmentation of this minimum staff to provide the full CMC support staff needed and to perform other necessary duties after the CMC is activated.
Your proposed revision does not discuss the demonstration of timely activation of the Oconee CMC.
We understand, based on discussions between Ron Harris of your staff and William Rankin of our staff on June 21, 1991, that you will revise your Corporate and Site Emergency Plans to include activation of your CMCs when State and local governments fully participate with you in your graded exercise.
Although we do find acceptable the principal. elements of your approach as proposed, you are reminded that your Emergency Plans should be formally revised to incorporate this approach.
