NOTICE OF AVAILABILITY OF THE FINAL PLANT-SPECIFIC SUPPLEMENT 56 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING FERMI 2 (CAC NO. MF4064)
Dear Mr. Polson:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed final plant-specific Supplement 56 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating license NPF-43 for an additional 20 years of operation for Fermi 2. Enclosed are copies of the final supplement and the associated Federal Register Notice of Availability. This notice advises the public that the final supplement is publicly available at the NRC public document room or from the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The Accession Number for final Supplement 56, Volume 1 is ML16259A103 and for Volume 2 is ML16259A109. In addition, final Supplement 56 will be available for public inspection at the Ellis Library and Reference Center, Monroe, Michigan.
As discussed in Chapter 5 of the final supplement, the recommendation of the NRC staff is that the adverse environmental impacts of license renewal for Fermi 2 are not so great that preserving the option of license renewal for energy-planning decision makers would be unreasonable. This recommendation is based on: 1) the analysis and findings in the GEIS;
- 2) the analysis and findings in the continued storage GEIS; 3) the Environmental Report and other information submitted by DTE; 4) consultation with Federal, State, Tribal and local agencies; and 5) consideration of public comments received during scoping and on the draft supplement.
A separate Notice of Availability of the final supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency.
