SUBJECT:
LICENSING ACTIONS RELATED TO BULLETINS AND ORDERS A number of licensing actions and plant modification approvals have resulted from the activities of the Bulletins and Orders Group. A significant number of these have not yet been acted on pending completion of the review and pre paration of the necessary safety evaluations by the Bulletins and Orders (B&O)
Group. In view of the priority of other work within the B&O Group and in con sideration of the expected limited life of the B&O Group, it appears appropriate to consider whether the B&O Group will be able to complete all of these items, or whether DOR will fall heir to completing some of these items. If this appears to be the case; we should attempt to define, as early as possible, which items DOR will need to complete so that it can be factored into our overall workload planning.
A listing of the outstanding action items for Oconee is attached for use. This list is typical of all licensees of B&W vended plants. The list does not include completion of the response to Bulletins 79-05, 79-06, and 79-08. It also does not include the resolution of the question of whether the small break studies, which have been conducted by B&O, affect the determination of compliance with 50.46 or whether any changes in currently approved ECCS models should be made.
It is assumed that this question will be resolved by B&O before it goes out of business.
As soon as you have reviewed the current backlog of the B&O Group, we are prepared to meet with you to discuss cha ges in assignments.
