August 2, 2016 Mr. Scott Batson Site Vice President Oconee Nuclear Station Duke Energy Carolinas, LLC 7800 Rochester Highway Seneca, SC 29672-0752

SUBJECT:

OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 - REQUEST FOR FACT CHECK OF DRAFT TASK INTERFACE AGREEMENT 2014-05, RELATED TO THE DESIGN ANALYSIS FOR SINGLE FAILURE AND THE INTEGRATION OF CLASS 1E DIRECT CURRENT CONTROL CABLING IN ELECTRICAL RACEWAYS WITH HIGH ENERGY POWER CABLING (TAC NO. MF4626)

Dear Mr. Batson:

By memorandum dated October 16, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14290A136), U.S. Nuclear Regulatory Commission (NRC)

Region II requested the Office of Nuclear Reactor Regulation (NRR) answer several questions related to the cable configuration in certain underground electrical raceways at Oconee Nuclear Station (ONS). Specifically, this task interface agreement (TIA) relates to an unresolved item at ONS, Units 1, 2, and 3, involving cable configurations in certain underground cable raceways that may not comply with the ONS licensing basis, design basis, and NRC regulations and requirements.

In accordance with the NRR TIA Office Instruction, COM-106, Revision 5, Control of Task Interface Agreements (ADAMS Accession No. ML15219A174), the enclosed draft TIA response is being provided to you for a fact check. Because of the technical complexity and length of the response, you may wish the document be reviewed by subject matter experts from multiple disciplines. As such, it is not practical to conduct the fact check in the site resident inspectors office, so this document is transmitted to you for review. You are not required to respond to this letter. If you choose to respond, please reply to me with any factual corrections within 10 working days of the date of this letter.

If you have any questions, please contact me at (301) 415-1053 or via e-mail at Holly.Cruz@nrc.gov.

Sincerely,

/RA/

Holly D. Cruz, Project Manager Licensing Processes Branch Division of Policy and Rulemaking Office of Nuclear Reactor Regulation Docket Nos. 50-269, 50-270, and 50-287
