M-663-000 1 7A Page 4 of 9 Attachment B2 Revision W04 / 1.0 Purpose 1.1 The purpose of this document is to evaluate existing penetration seals that are not directly bounded to the typical detail limitations established in M-663-00017. This evaluation was conducted in effort to satisfy regulatory expectation regarding qualification and documentation of fire barrier penetration seals, as discussed in NRC lnformation Notice 88-04. This evaluation was conducted in accordance with the guidance of NRC Generic Letter 86-1 0. 2.0 Scope 2.1 The Table I penetrations in relation to the design requirements discussed in Section 5.1. 2.2 Refer to Section 7.0 of M-663-00017A for a cross-reference list of penetrations within Table I that are evaluated for additional seal parameters that do not satisfy the typical detail limitations of M-663-00017. In these instances, the potential cumulative affects of multiple unbounded attributes were considered for each penetration of concern.

4.0 Assumptions
4.1 It is assumed that existing penetration seal materials have been installed as required by applicable typical design details and procedures. This is an acceptable assumption based on a review of the Quality Control documentation maintained during initial penetration seal installation activities and the intrusive inspections conducted to address LER 87-10, regarding seal material depth.

5.1 Assessment
of Condition to Desian Requirements The Table I penetrations are large diameter openings containing a large pipe penetrant. Each Table I penetration opening exceeds the opening size limitation of the assigned typical detail from M-663-00017.
The M-663-00017 typical detail opening size limitations are based on successful fire test configurations.

5.2.1 Silicone
Foam (M-I) and Radflex (RB-1 and RB-8) Seals In most of the Table I cases, the annular gap between the opening sidewall and penetrant are relatively small in size, resulting in small free areas, and/or seal surface areas. When this is the case, the small free area (area of seal with no penetrants) minimizes the concern of structural failures during fire and hose stream exposures.
Structural failures during fire exposures is a concern primarily in Silicone Foam, Radflex, or Silicone Elastomer type seals with large free areas due to charring of the primary sealant. During the char process the primary sealant undergoes physical changes that tend to degrade structural integrity and the cohesion between the sealant, opening sidewall and penetrant. However, due to smaller annular gaps and free areas, the smaller unsupported spans of primary sealant material resist the affects of sag and structural degradation. Industry testing has demonstrated that larger free areas have successfully sustained structural integrity during fire and hose stream exposure. Therefore, if the annular gap or free area limitation is maintained, structurally the seal is unaffected regardless of opening size, due to the large pipe penetrant.
Based on this, it is reasonable to conclude that the penetration seal with opening sizes in excess of limitations and with annular gaps that are within limitations, will function and perform equal to tested configurations.
In all cases, annular gaplfree area limitations of the assigned M-663-00017 typical detail are satisfied by the Table I penetrations sealed with Silicone Foam or Radflex. Therefore, the opening sizes for the M-I, RB-1 and RB-8 seals in Table I are acceptable, and will not present a negative affect regarding seal performance.

If the annular gap limitation is maintained, structurally the seal is unaffected regardless of opening size. Based on this, it is reasonable to conclude that the penetration seal with opening sizes in excess of limitations and with annular gaps that are within limitations, will function and perform equal to tested configurations. In all cases, annular gaplfree area limitations of M-663-00017 typical detail FB-1 are satisfied by the Table I penetrations sealed with ceramic fiber. Therefore, the opening sizes for the FB-1 seals in Table I are acceptable, and will not present a negative affect regarding seal performance.
5.3 Post Fire Safe Shutdown lm~act There is no impact to PFSSD systems or components as a result of this evaluation. The opening sizes presented by the Table I penetrations do not impact the penetration seal capability to provide fire boundary protection for a 3-hour duration. 6.0 Conclusions Based on the above discussions, it is reasonable to conclude that the Table I penetrations seal are acceptable and will perform their intended function regardless of opening size deviations. The penetrations satisfy regulatory requirements and commitments, as well as WCNOC Fire Protection Program requirements.
