Palo Verde Nuclear Generating Station, Units 1, 2, and 3 - APHB Official RAIs for Degraded and Loss of Voltage Relay Modifications License Amendment Request (CAC Nos. MF7569, MF7570, and MF7571)
By letter dated April 1, 2016 (Agencywide Documents Access and Management System Accession No. ML16096A337), Arizona Public Service Company (the licensee) submitted a license amendment request (LAR) for Palo Verde Nuclear Generating Station, Units 1, 2, and 3, requesting an approval to revise the Technical Specifications (TSs). The proposed LAR would revise TS requirements regarding the degraded and loss of voltage relays that are planned to be modified to be more aligned with designs generally implemented in the industry. Specifically, the licensing basis for degraded voltage protection will be changed from reliance on a TS initial condition that ensures adequate post-trip voltage support of accident mitigation equipment to crediting automatic actuation of the degraded and loss of voltage relays to ensure proper equipment performance. The U.S. Nuclear Regulatory Commission (NRC) staff from Probabilistic Risk assessment Operations and Human Factors Branch (APHB) has the following official requests for additional information (RAIs). Please provide your responses within 30 days from the date of this e-mail (as agreed during the clarification call on June 29, 2016). Your timely responses will allow the NRC staff to complete its review on schedule.
- 1. Please identify any operator manual actions that will be added, deleted, or changed to support the proposed license amendment. Explain what cues are provided to personnel that manual action(s) is/are required as well as any cues that are provided to personnel that the proposed action(s) is/are no longer required? Also, describe any administrative controls exist to assure that, when the action(s) is/are no longer required, the plant configuration is put in the correct configuration for the plant status?
- 2. Please describe any changes to operating procedures needed to support the proposed license amendment.
If the Emergency Operating Procedures are affected, describe any changes that were required of the Control Room task analysis that was done as part of your Detailed Control Room Design Review. If no update to the task analysis was necessary, describe how task requirements were developed.
- 3. Please describe any changes to controls or displays (including annunciators and alarms) needed to support the proposed license amendment.
- 4. Please describe any changes to training and the simulator needed to support the proposed license amendment.
