SUBJECT:
SUMMARY
OF MEETING WITH DUKE POWER COMPANY ON THE INSERVICE TESTING PROGRAM AT OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 INTRODUCTION On November 13 and 14, 1984, the staff along with its consultant, EG&G, Idaho, Inc., met with representatives of Duke Power Company (the licensee) in Bethesda, Maryland to discuss the inservice testing program (IST) for pumps and valves at the Oconee Nuclear Station, Units 1, 2 and 3. The list of participants is included as Enclosure 1.
DISCUSSION The staff requested this meeting with the licensee to resolve open items and obtain additional information in its review of the licensee's IST program for the second ten-year interval and request for relief from 10 CFR 50.55(a). By letter dated November 7, 1984, the staff sent the licensee a list of questions which served as the agenda for the meeting. The questions and the responses to the questions are included as Enclosure 2. Our consultant, EG&G, wrote the responses to the questions and these notes serve as the meeting minutes. The responses to the questions were discussed and agreed to by the staff, EG&G, Idaho, Inc., and the licensee's representatives.
Items for which either the staff or the licensee needs to respond are specifically noted under the appropriate question. Based on the information obtained during the meeting and any additional information which the licensee will be providing in the near future, our consultant EG&G will write a Technical Evaluation Report (TER) by March 29, 1985. The staff will review the TER and by April 30, 1985, write its Safety Evaluation (SE) which will evaluate the licensee's IST program on pumps and valves and request for relief. Oconee Unit 1 was used as the "lead" plant for the review but most questions and answers will apply to the Oconee Units 2 and 3 review also.
