Reporting and Analysis of Reportable Events Although the reportable events, usually in the form of Licensee Event Reports (LERS), are sent to the Regional Office of OIE, NRR has noticed that a large percentage are being delayed to allow completion of Duke's investigation of the event. Final reports are, however, usually concise and accurate, and indicate that the event was adequately analyzed.

NRR has assigned a rating of Category 2 to this criteria.

F. Staffing The staffing at the Oconee Nuclear Station appears to be very. adequate with many knowledgeable members of the staff.

However, there may be-a need for additional staff members in light of the delays in submitting reports mentioned above and in replys to NRR requested information. Because of the delays in providing requested or required information, NRR has assigned an overall rating of Category 2 to this criteria.

G. Training and Qualification Effectiveness NRR has reviewed a number of Oconee Nuclear Station training programs as part of the applicable NUREG-0737 reviews and have, in general, found them to be very good. In addition, an audit of training for Pressurized Thermal Shock showed a good understanding of the event, and of 39 candidates for NRC licenses, 30 passed the administered examinations. NRR, therefore, has assigned a rating of Category 1 to this criteria.
