Dear Mr. Tuckman:
SUBJECT:
OCONEE, MCGUIRE, CATAWBA -
INSERVICE INSPECTION REQUIREMENTS REQUEST FOR RELIEF, 93-GO-1 (TAC NOS. M89162, M89163, M89164, M89019, M89018, M88413, M88421)
The staff has reviewed your submittal, dated December 2, 1993, requesting relief from past weld examinations that do not meet Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code requirements. The submittal identified a non-conforming condition in that requests for relief have not been submitted for Oconee, Units 1, 2 & 3, McGuire, Units 1 and 2 and Catawba, Units 1 and 2 for weld examination coverage less than that required by the ASME Code. The submittal asked for generic relief of unspecified Class 1 and Class 2 welds and stated that you will submit the appropriate relief request for specific welds as they are identified by future inservice inspection programs.
Since you did not provide in the relief request an item-by-item list of the.
welds and inspection requirements and the technical basis to support a safety evaluation of your proposal, the staff is not able to grant your request for relief. Without a technical basis, the staff is not able to do a safety evaluation, Sincerely, Original signed by:
