FATIGUE ANALYSES FOR REACTOR COOLANT PRESSURE BOUNDARY ATTACHMENT PIPING

Dear Mr. Hampton:

During an information gathering visit to Oconee on March 8 & 9, 1994, the NRC staff identified an apparent noncompliance with a licensing basis requirement.

Specifically, the reactor coolant pressure boundary piping, including the attachment piping to the first isolation valve, is required to be designed to ANSI B31.7, Class I standards as stated in the Final Safety Analysis Report.

It was identified by the staff that this attachment piping to the reactor coolant loops was only designed to ANSI B31.7, Class II standards (i.e., USAS B31.1 Power Piping). As a result, no explicit fatigue analyses have ever been performed for this attachment piping which includes the piping from the low pressure injection and high pressure injection systems. This condition is applicable to all three units.

Please provide the results of your evaluation of this apparent noncompliance, including any corrective actions completed and the schedule for planned corrective actions, if any. If your evaluation determines that a non compliance does not exist or that fatigue analyses are not necessary for this piping, provide the relevant justification for this position. We ask that you provide the requested information within 30 days from the date of this letter.
