OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 -
GENERIC LETTER 90-06, POWER-OPERATED RELIEF VALVES/POWER-OPERATED RELIEF VALVES BLOCK VALVE RELIABILITY (TAC NOS. M77365, M77366, AND M77367)
The purpose of Generic Letter (GL) 90-06 was to provide technical resolution of two generic issues (GI-70 and GI-94).
Generic Issue 94 did not apply to Oconee, Units 1, 2, and 3. Based on the analysis and findings for Generic Issue 70, "Power-Operated Relief Valve and Block Valve Reliability," the NRC requested that certain actions be taken to improve the reliability of power operated relief valves (PORVs) and block valves. Duke Power Company (DPC) responded to GL 90-06 in letters dated December 20, 1990, and March 27, 1991.
Duke Power has taken exception to the staff positions regarding 1) the need for Technical Specification (TS) requirements in the event of an inoperable.
PORV or PORV block valve, and 2) PORV stroke testing to confirm operability.
Your March 27, 1991, letter provided the justification for your determination that TS covering PORV and block valve inoperability were inappropriate, and the December 20, 1990, letter responded to the remaining GL 90-06 issues. The staff has completed its review of your responses, and our Safety Evaluation to document our acceptance of the DPC responses is enclosed.
