FEMA OFFSITE EXERCISE REPORT FOR OCONEE NUCLEAR POWER PLANT Enclosed is a copy of the Federal Emergency Management Agency's Report received in our office January 24, 1994, for the offsite portion of the Oconee Nuclear Power Plant Exercise on August 11-12, 1992.

No Deficiencies were identified; however, four Areas Requiring Corrective Actions (ARCAs) were identified. These ARCAs involved (1) content of Emergency Broadcast System (EBS) messages, (2) accuracy of news releases, (3) training for radiological monitoring personnel, and (4) proper dosimetry for the monitors in accordance with the South Carolina Operational Radiological Emergency Response Plan. Also, 23 Areas Recommended for Improvement (ARFIs) were identified. Detailed descriptions of the ARCAs and ARFIs are included in the enclosed FEMA exercise.report dated December 29, 1993.

We encourage you to assist the appropriate State and local organizations in resolving these ARCAs prior to the next full-scale emergency preparedness exercise.
