Volume A Revision 93-05 January 1, 1994 Volume C Revision 93-21 January 1, 1994 These revisions are being submitted in accordance with 10 CFR 50-5 4 (q) and do not decrease the effectiveness of the Emergency Plan or the Emergency Plan Implementing Procedures.

Volume A, Revision 93-05 The following revisions have been made to the Oconee Nuclear Site Emergency Plan:
Page i-2:
Revised the wording in this paragraph to agree with 10 CFR 20 regulations:
Whole body is replaced by Total Effective Dose Equivalent and Thyroid is replaced with Committed Dose Equivalent (Thyroid).
List of Figures, pages 4 & 5:
Moved protective action guide chart from Section K to Section J.
This caused the page numbers to change in Section K.
Section B Page B-2:
Section B.3 Added the Chemistry Manager as an alternate Emergency Coordinator in the TSC.
Section B.4 Replaced operational with "activated."
Operational means that the facility is capable of doing assigned duties but has not yet been activated to assume the actual responsibilities.
Section D Page D-3:
Section D.2 Procedures developed for use during the four emergency classes have been deleted and replaced with a procedure used by the Control
- Room, Technical Support Center and Emergency Operations, Facility.
Page D-5:
Replaced whole body with deep dose equivalent Page D-9:
Revised the EAL to eliminate a specific lake level since lake level limits were incorporated in Selected Licensee Commitments and is more comprehensive.
Specific lake levels for specific inoperability criteria are spelled out in this document.
Page D-11:
Replaced 10 CFR 20 with "Oconee Nuclear Site procedures places."
Corrected a misspelled word.
Page D-12:
Replaced capability with "inability" and added "sufficient."
Page D-14: Deleted whole body after 2 mR/hr.
Added the specific documentation for why ONS chose 2 mR/hr for this emergency action level.
Page D-15:
Same as D-14.
Page D-19:
Changed Table B, Appendix 1 with "Appendix B, Table II.
Page D-22: Monitor readings for Alert and High were changed as a result of the change in the source term.

RP/O/B/1000/06 has been deleted for use for Control Room personnel.
Operations will use Enclosure 4.3 in RP/0/B/1000/01 to determine if radiological conditions will require a
general emergency classification.
If a general emergency is required, Operations will (by procedure) provide evacuation and shelter recommendations.

Oconee only has a Class A model.
Page 3:
Further explanation of the TSC/EOF procedures using committed dose.
The revisions made to the Oconee Nuclear Site plan do not decrease the effectiveness of the emergency program. The changes made have come about as a result of changes regulations.
