Title 10 of the Code of Federal Regulations (10 CFR) 72.212, "Conditions of general license issued under 572.210," paragraph (bX1) requires the general licensee to notify the Nuclear Regulatory Commission (NRC), using instructions in 10 CFR 72.4, at least 90 days before first storage of spent fuel. Accordingly, the Tennessee Valley Authority (rvA) is hereby notifying the NRC that TVA intends to load the first spent fuel cask and begin independent spent fuel storage installation (lSFSl) operations at the Watts Bar Nuclear Plant (WBN) on September 19, 2016.

Additionally, in accordance with 10 CFR 72.140(d) "Previously-approved programs," TVA is also notifying the NRC of our intent to apply the NRC-approved TVA Nuclear Quality Assurance Program (NQAP), TVA-NQA-PLN89-A (Reference 1), to ISFSI activities for

U.S. Nuclear Regulatory Commission Page 2 June 6, 2416 WBN Units 1 and 2. The NQAP is described in Chapter'17 of the WBN Unit 1 Updated Final Safety Analysis Report (UFSAR) and the WBN Unit 1 FSAR. Section 2.0 ot the NQAP notes that the NQAP applies to ISFSI activities. ln Reference 2, TVA submitted the current version of the NQAP, Revision 32,tothe NRC.

In accordance with the instructions provided in 10 CFR72.212(bX1), TVA is providing the following information:
