NRC INSPECTION REPORT NOS. 50-269/93-31, 50-270/93-31 AND
50-287/93-31
Gentlemen:
This concerns your responses to our Notice of Deviation issued on January 25,
1994, concerning activities conducted at your Oconee facility. As indicated in
our letter dated March 18, 1994, your February 24, 1994 response to Deviation
50-269,270,287/93-31-01 did not adequately address the NRC concerns of
simultaneously blowing down both steam generators in the event of a steam line
break in the auxiliary steam header downstream of motor operated valves MS-24 and
MS-33.
Accordingly, you supplemented your initial response on April 8, 1994,
with an engineering evaluation of the postulated break scenario. As addressed
O
under the enclosed Task Interface Agreement (TIA 94-03), we have now completed
our review of your engineering evaluation and have concluded that a blowdown of
both steam generators following a single line break constitutes an unreviewed
safety question.
Therefore, Duke Power Company should take appropriate
corrective action to address this concern. Additionally, since the vulnerability
to blowdown both steam generators is not addressed in the Final Safety Analysis
Report, it should be reported under 10 CFR 50.72(b)(ii)(B).
Due to the importance of thissmatter, it is requested that you be prepared to
discuss your immediate corrective actions during a telephone conference scheduled
for January 9, 1995.
Following this telephone conference, please submit to this
office a written statement describing steps which have been taken to correct
Deviation 50-269,270,287/93-31-01 and the results achieved, corrective steps
which will be taken to avoid further deviations, and the date when corrective
action will be completed.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this
letter and its enclosure will be placed in the NRC Public Document Room.
