NRC INSPECTION REPORT NOS. 50-269/94-39, 50-270/94-39, AND
50-287/94-39
Gentlemen:
This refers to a special inspection conducted by Mr. Walter G. Rogers and
others of this office on December 5-9, 1994. The inspection included a review
of activities authorized for your Oconee Nuclear Power Station. At the
conclusion of the inspection, the findings were discussed with members of your
staff identified in the enclosed inspection report.
The areas examined during the inspection were the Condenser Circulating Water
system and associated support systems as they related to Unresolved Item
93-3-4 and part of Unresolved Item 93-13-03. Also, Licensee Event Reports
(LERs) 93-04, 94-01, and 94-04 were reviewed. These LERs were also related to
the Condenser Circulating Water System and associated support systems.
The enclosed inspection report describes deficiencies in the design,
maintenance, and operation of the High Pressure Service Water and Condenser
Circulating Water systems for which definitive corrective action plans had not
been developed. We would like to meet with you in the near future to discuss
steps taken and planned to correct these deficiencies.
Additionally, the enclosed inspection report identifies certain activities
that violated NRC requirements that will not be subject to enforcement action
because your efforts in identifying and/or correcting the violation met the
criteria specified in Section VII.B of the Enforcement Policy. These
activities included an inadequate field change which rendered the Emergency
Condenser Circulating Water system incapable of withstanding a maximum
hypothetical earthquake and still perform its safety function.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
