SUMMARY

- OCONEE UNITS 1, 2 AND 3 This letter refers to the Management Meeting held at our request on November 8, 1993, in the NRC Region II Office.

Items discussed included the licensee's assessment of the maintenance program at Oconee.

The presentation provided the NRC staff with an understanding of the Oconee maintenance program and the program enhancements being implemented.

Enclosed is a list of the meeting attendees, a meeting summary, and a copy of your presentation.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice", a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

ENCLOSURE 2 MANAGEMENT MEETING

SUMMARY

On November 8, 1993, representatives from Duke Power Company (DPC) met with the NRC in the Region II Office in Atlanta, Georgia to discuss the maintenance program at Oconee.

Opening remarks were given by Mr. S. D. Ebneter, Regional Administrator, Region II (RH) and Mr. J. R. Johnson, Deputy Director, Division of Reactor Projects, RH, discussing the purpose of the meeting. Mr. H. B. Barron, Oconee Station Manager, gave the presentation which included a discussion of human performance - work practices, post maintenance testing, control of replacement parts, and the preventative maintenance program upgrades being implemented at Keowee to address areas of performance weakness. Enclosure 3 is a copy of DPC's presentation.

NRC closed the meeting by thanking DPC for the presentation which enhanced the NRC's understanding of DPC's maintenance program.at Oconee.

the tools for quality improvement have been provided, increased emphasis is needed in accountability for meeting them.

Post Maintenance Testing Nuclear System and Station Directives Specify:

Function Verification - Qualitative check Retest - Quantitative check Post Maintenance Test Plan for each work activity Matrix specifying PMT requirements by equipment PMT Assessment Team formed in August, 1993 Identified a lack of clear understanding of accountabilities by: Planners, Supervisors and Techs, and Engineers Retraining of personnel initiated in November, 1993 INPO Assist Visit planned for December, 1993

Keowee Preventative Maintenance Program Upgrade Program Scope Review each current PM activity for adequacy Assign equipment numbers and enter all items in the Oconee equipment data base Incorporate Instrument Setpoints into ONS Setpoint Document Verify adequacy of replacement parts availability Implement Predictive Maintenance Program Identify additional components with safety function and define PM scope as required.

Present status: 60 of 200 current PM activities have been fully reviewed and entered in the Oconee PM Program
