SUBJECT:
ELECTRICAL DISTRIBUTION SYSTEM FUNCTIONAL INSPECTION AT OCONEE NUCLEAR PLANT This letter confirms the dates of January 25-29, February 8-12, and 22-26, 1993, for 'the Electrical Distribution System Functional Inspection at your Oconee nuclear plant.
These dates were established previously and confirmed again during a telephone conversation between Mr. Mark Patrick of the Oconee staff and Mr. Milton Shymlock of this office on January 4, 1993.
Some of the NRC team members will be onsite during the week of January 11 15,
- 1993, for gathering material, system training,- plant familiarization and badging.
The other weeks will be devoted to inspection activities. The team will consist of approximately ten individuals.
It is requested that the management entrance meeting be scheduled for 10:00 a.m.,
January 25, 1993.
The exit meeting schedule will be discussed during the inspection.
The inspection will take place at the plant site. If possible, sufficient work space in one area should be provided to accommodate both the NRC team members and interfacing licensee personnel.
It is our understanding that appropriate documentation can be provided at the site.
It is also requested that a presentation be provided for the team on January 25, 1993, to address the following areas of interest with regard to the electrical distribution system (EDS):
- 1.
Organization charts clearly showing responsibilities, accountability and flow of authority,
- 2.
Station emergency power sources,
- 3.
Station AC and DC distribution system arrangements,
- 4.
Interlocks and ties to various off-site and on-site power sources,
- 5.
Transfer capability of the systems following the loss of normal sources
- 6.

- 7.
Design basis documentation program for load study voltage regulation, short circuit study, and coordination of protective equipment,'
- 8.
In-house engineering and technical support programs for load growth, modification control; set point control, root cause, and corrective
- action,
- 9.
In-house monitoring, self assessment and training programs to support the EDS.
The objective of this inspection is to assess the capability of the EDS to perform its intended functions during all plant operating and accident conditions and to assess the performance of the engineering and technical support for the EDS. It is requested that the following documentation and/or records be made available at the designated site work area:
- 1.
As-built electrical drawings for all AC and DC voltage levels (one line diagrams preferred),
- 2.
Calculations/analyses supporting plant electrical distribution system,
- a. Load study including list of worst case-loads,
- b. Grid voltage stability and historic. trend,
- e. Coordination of overcurrent protection (circuit breakers, relays, fuses),
- f. Vendordata sheets for EDS equipment, cables and devices,
- g. Electrical design computer program user manual and their validation process if used, h., Index of electrical calculations if available,'
- i. Head and flow curves for accident mitigating pumps,
- j. Performance curves for safety related,' fans, k.- HVAC calculations for,safety related electrical spaces.
- 3.
Keowee Hydro Unit,
- a. Loading analysis including load calculations,
- b. Voltage transient analysis including calculations,
- c. Support systems (air systems, governor control, etc.). design bases and calculations,
- d. _System descriptions, drawings and vendor information.
- 4.
Electrical modification packages.'

Index with title or description of those implemented within the last two years to the-EDS,
- b. Procedures for the control of modification to electrical systems.

Station batteries,
- a. Load profile to end of life and battery sizing calculations,
- b. Fault.current analysis,
- c. Coordination of overcurrent protection,
- d. Related battery surveillances.
- 6.
EDS Maintenance, Testing, and Calibrations,
- a. Testing of the Keowee Hydro Units to simulate and sustain the worst case loading,
- b. Copies of the most recently completed Keowee Hydro Unit surveillances,
- c. Medium and low voltage switchgear and breaker maintenance procedures,
- d. Surveillance test and calibration procedures for the main feeder bus monitoring panel and emergency power switching logic systems,
- e. Degraded voltage and loss of voltage relay calibration procedures and copies of the last two completed calibration procedures,
- f. Calibration procedures for protective relays associated with the safety related 4160 V switchgear and the last two completed calibrations should be available for review,
- g. Vendor manuals for the above switchgear, breakers, and protective devices should also be available.
- 7.
Other related documentation/procedures applicable to your plant,
- b. List of codes and standards which are applicable to the EDS design, testing and maintenance,
- c. Technical Specifications for all three units.
Sufficient licensee personnel, knowledgeable in the above areas, should be available to support the inspection effort.
